행정벌인 과태료가 국민에 대한 의무부과 사항임에도 불구하고 예규에 규정되어 있어 법령
체계의 명확화 및 집행의 효율화를 위해 시행령에 규정하고 국민불편 법령과제에 대한 신속한
개정을 통해 국민불편 해소에 기여하려는 것임.
